-- It shall function under a board of governors, headed by the Secretary of Ministry of Environment.
-- t shall create a team of scientists capable of preparing mathematical model for climate change impacts on extreme drought conditions, temperature, crop growth and introducing new crop varieties and preparation of the mitigation plans for adversities like floods etc.
-- The employees of the GCISC shall be given special pay scales.
-- Its rules and regulations shall be governed by the rules of the Federal government.
-- It will initially be provided an amount of Rs 35 million for the current financial year through the Ministry of Environment.
-- The GCISC shall maintain its accounts, which shall be audited by the Auditor General of Pakistan.
-- The Ministry of Environment will process necessary legislation for the establishment of GCISC as an autonomous body.
The Cabinet was informed that Pakistan lies in the region, which is particularly vulnerable to climate change and that there is a pressing need to scientifically assess its climatic vulnerabilities for taking appropriate measures to avert the dangers.
Furthermore, as a signatory to the UN Framework Convention on Climate Change, Pakistan is under obligation to undertake scientific, technical and socio-economic research on the subject to reduce or eliminate uncertainties regarding the causes, effects, magnitudes and timing of climate change. To achieve this objective, the Global Change Impact Studies Centers (GCISC), established in 2003, was operating successfully.
With a view to giving the Centre an autonomous status under the Ministry of Environment, an institutional arrangement has been devised by the Planning Commission's Task Force on Climate Change. The GCISC framework as proposed by the Task Force for the establishment of GCISC as an autonomous body was submitted for approval of the Cabinet.
